Organizations tend to reach for capability first: a platform, a model, a vendor. The decision about what problem it's actually solving gets made afterward, if it gets made explicitly at all.
We see the same pattern across banking, insurance, and healthcare clients: a sophisticated system aimed at a problem nobody agreed was the priority is still the wrong problem. Clarity on the decision has to come first. Everything else — architecture, model choice, governance — is downstream of that.
